there are people who understand english better than they speak it. My mother's side of the family is from cyprus. My Nene (grandmother) speaks english, but there are words she has trouble pronouncing or can't always remember. English is one of the most difficult languages to learn. she gets a lot of nasty looks, racist remarks, and people speaking to her like she's a stupid child because sometimes she cannot express herself as well as your average american can. or simply because they hear an accent and automatically think that she can't understand them. yet, she understands english perfectly well.
don't come down on people because they speak a different language and may not understand yours as well as you'd like. it can take years to learn a language, especially one like english, where we have words that sound alike, yet have totally different meanings (there, they're, their, ect). Besides that, there are people whose first language is english, and they can't speak it properly. just look at our president.
